The United Kingdom Chancellor of the Exchequer, the Right Honourable Gordon Brown PC MP, in a speech to the British House of Commons today presented his ninth Budget, what is very likely to be his last Budget before the next UK General Election. This opened the parliamentary debate on the 2005 Finance Bill, and was followed by responses from the opposition parties.

In a 48 minute long speech, the Chancellor presented a Budget of “tax cuts that are reasonable, spending that is affordable, and [economic] stability that is paramount”, that was “the prudent course for Britain”. There were few surprises that had not already been indicated in his 2004 pre-Budget report. The increase in the threshold on stamp duty was greater than that forecast by commentators, as was the amount of the Council Tax rebate to households with pensioners.

An 8.8 magnitude earthquake hit Chile on Saturday, causing significant damage throughout parts of the country. Diego Grez (a Wikinews correspondent by the pen name MisterWiki) was in Pichilemu at the time of the quake. Four days after the quake, Peter Coti, also a Wikinews contributor, was able to chat with Mr. Grez about what happened Saturday morning.

A car fatally crashed into three individuals in the British city of Birmingham, England. The three men, aged 31, 30, and 21, died during a second consecutive night of violent events in Birmingham.

The incident occurred at approximately 0100 BST (0000 UTC) Wednesday morning in the Birmingham inner-city region of Winson Green. The men were attempting to protect property from nearby riots. Witness reports say that the vehicle contained as many as three passengers and drove at a speed of fifty miles per hour without stopping after the crash.

Police have since recovered a vehicle and arrested a 32-year-old male in association with the incident, on a charge of murder. According to Chief Constable Chris Sims, the details of the incident West Midlands Police have would indicate that “the car was deliberately driven”.

Tariq Jahan, the father of one of those killed, said his son, 21-year-old Haroon Jahan, was attempting to protect the area from nearby violence and unrest. Jahan said he had attempted to perform CPR at the scene of the incident. Jahan said his son was “a very good lad, a good man starting at the beginning of his life and had his whole life ahead of him. I’ve got no words to describe why he was taken and why this has happened and what’s happening to the whole of England.” Jahan said violent acts like this which killed innocent bystanders made “no sense”.

A statement released from West Midlands Police says that “detectives are treating [this incident] as murder. Three men were taken to hospital where two later died from their injuries. A third man was in a critical condition but confirmed dead at around 6:30AM. West Midlands Police have launched a murder inquiry, arrested one man in connection with the incident and recovered a vehicle nearby which will be examined by forensics experts,” the force stated. Police have requested that individuals contact them if they have any information about the incident. About 200 people from the Asian community have gathered at the hospital where the victims were transported after the crash. Two of the victims were known to be brothers. All three of them were reported to be Pakistani Muslims.

The West Midlands has seen other instances of violent behavior. Thefts have taken place in the city centre of Birmingham, West Bromwich and in Wolverhampton. The charges being brought against suspects on remand for court appearances include public disorder offences, such as violent disorder and aggravated burglary. Six police officers have experienced minor injuries as a result of the violence.

According to police, a scrapyard fire which occurred in Birmingham is unrelated to recent violence. Two ambulances were attacked in two separate incidents with objects being thrown at the vehicles. Ambulance staff were left uninjured in both cases. Ambulances have appeared on thirty-five occasions in West Bromwich, Wolverhampton and various parts of Birmingham. Thirty-one individuals were given ambulance staff treatment, with nineteen receiving hospital treatment, albeit for practically minor assaults in most cases.

In Wolverhampton and West Bromwich, there have been reports of roads and streets being closed. Wolverhampton and Birmingham have experienced significant travel disruption, with buses not entering city centres last night. One vehicle in Birmingham and two in West Bromwich have been set alight amongst the violence. Various businesses have also been targeted, such as M&S and a high fidelity shop in Birmingham. A jewelry business in Wolverhampton has been robbed of ornaments, watches and money.

Yesterday, British Deputy Prime Minister Nick Clegg condemned the violent actions of individuals, claiming there was “simply no excuse whatsoever for the violence, looting and destruction”. Below is a picture gallery of the damage caused by public disorder in Birmingham Tuesday night:

Rahul Mahajan’s condition has improved and has been taken off ventilator support. Rahul’s CT scan report is normal and his vital parameters have shown an improvement. He will however, be kept under observation for another 3 days. “The condition of Rahul Mahajan has gradually improved over the last 12 hours. After due assessment of clinical status and investigation, our team of doctors found his vital parameters improving,” a medical bulletin released by the Apollo Hospital said.

Rahul Mahajan, the son of late BJP leader Pramod Mahajan has been admitted to the Apollo Hospital in New Delhi in a critical state, apparently after a drug overdose. Rahul was found in an unconscious state in his father’s residence in New Delhi early today morning. Vivek Moitra, Pramod Mahajan’s secretary who was with Rahul at the party has been declared dead presumably as a result of the same drug. Police say the Rahul, Vivek and three other men were drinking champagne together and were also apparently consuming cocaine. This assumption is based of the fact that opiate traces were found in the deceased Mr. Moitra’s pocket.

Doctors described Rahul’s condition as “critical but stable”. They said that details regarding what led to his present condition would be revealed after the conduction of a toxicology test. Two domestic helps rushed the men to hospital in the early hours of today morning. The helps disturbed the scene by clearing up the glasses and the bottles. Traces of what seems to be cocaine were however found in one the glasses.

Rahul is currently on a ventilator and his condition will have to be closely monitored for the next couple of days. He was supposed to visit Assam tomorrow to immerse his father’s ashes in the Brahmaputra. Mr. Pramod Mahjan died about a month ago after being shot by his brother. Rahul was on anti-depressants as a result of this.

There are currently some 15 million Americans who own real estate investment property, and more and more of them are discovering the advantages of using 1031 tax-free exchanges for deferring capital gains taxes when they sell. A 1031 exchange is a provision in the IRS code that permits investment property owners to sell properties and buy new ones without having to pay taxes on the sale of the old properties, assuming stipulations concerning the use of the proceeds and time limits have been met.

Investors have 45 days following the sale of their old properties to find a new one and to comply with particular written notice provisions, as outlined by the IRS. The purchase of the new property must then close within 180 days. If those provisions are met, the investor will pay no federal income taxes on the property, assuming the new property is an investment like the one just sold. The replacement property must be of equal or greater value.

The property can be multiple houses, farms, or other real estate, but it can’t be the investor’s principle residence. The IRS prohibits using a 1031 exchange for the purchase of a new home. However, there is an exception to that rule. If the investor rents out a home for two years following the exchange, that house can then be converted to the investor’s place of residence, since the home was initially used to fulfill the stipulations of a 1031 exchange, which specify that an investment house must be replaced with another investment house.

If an investor chooses to take that route, after five years from the date of the new home’s purchase, that home can then be sold and the taxes excluded, due to an IRS exclusion for the sale of a primary residence, which can be $500,000 for married couples and $250,000 for an individual.

This can be a great way to avoid taxes on a significant amount of profit from investment in houses, but you’ll want to make certain you have followed the tax code meticulously. If you want to learn more about 1031 tax-free exchanges, you can visit

Debian, a free and open source (FOSS) Linux-based operating system, on Tuesday announced they are to shut down Debian’s public File Transfer Protocol (FTP) in November, via their official website. The public FTPs are to be redirected to Hyper-Text Transfer Protocol (HTTP) from November 1.

On Debian’s announcement list, Cédric Boutillier, a Debian developer, called the file transfer protocol “inefficient”, saying “FTP servers have no support for caching or acceleration.” Boutillier also added that FTP servers are rarely used. For over a decade, Debian installers have not supported FTP access on mirrors. This decision, however, would not affect the developer services, which would still support FTP.

FTP came into existence about 46 years ago for transferring files between two machines, without encryption. According to Boutillier, FTP “requires adding awkward kludges to firewalls and load-balancing daemons.” HTTP, which came after FTP, was designed for data flow between servers and clients. Popular Linux distros like Kali Linux and Canonical’s Ubuntu are based on Debian. The following websites are to be redirected to HTTP — rather than secure HTTPS — after October without changing the domain names:
