On Monday, scientists from the Stanford University School of Medicine announced the invention of a new diagnostic tool that can sort cells by type: a tiny printable chip that can be manufactured using standard inkjet printers for possibly about one U.S. cent each. Lead researchers say this may bring early detection of cancer, tuberculosis, HIV and malaria to patients in low-income countries, where the survival rates for illnesses such as breast cancer can be half those of richer countries.

Existing methods tend to identify cell types using fluorescent or magnetic labels, which take time to attach, but this platform uses the phenomenon of dielectrophoresis: because different kinds of cells have different levels of receptivity to electrical fields, a trait called polarizability, when an electric potential gradient is activated around the chip, different cells are pulled in different directions at different speeds. This allows doctors to diagnose cancer by determining the number of tumor cells in a patient’s blood sample. Different chips can be printed to diagnose different diseases.

Physically, the scientists say, the system has two parts. Cells are held in a clear microfluidic chamber made of silicone. The chip itself is an electronic strip that can be printed onto flexible polyester. Most lab-on-a-chip devices must be manufactured by professional staff in specialized facilities called clean rooms and can take weeks, but the chip component of this system can be made almost anywhere in as little as twenty minutes. The chips cost approximately one U.S. cent to produce (US$0.01) and can be reused. For comparison, a standard flow cytometry machine can cost US$100,000 to purchase.

“Enabling early detection of diseases is one of the greatest opportunities we have for developing effective treatments,” said lead author and electrical engineer Dr. Rahim Esfandyarpour. “Maybe $1 in the U.S. doesn’t count that much, but somewhere in the developing world, it’s a lot of money.”

Senior author Dr. Ron Davis of the Stanford University Genome Technology Center compared this invention to that of low-cost genome sequencing, which helped lead to personalized medicine.

The findings appeared in the Proceedings of the National Academy of Sciences on Monday.

Chinese officials have said that their country’s exports surged last December to edge out Germany as the world’s biggest exporter.

The official Xinhua news agency reported today that figures from the General Administration for Customs showed that exports jumped 17.7% in December from a year earlier. Over the whole of 2009 total Chinese exports reached US$1.2 trillion, above Germany’s forecast $1.17 trillion.

Huang Guohua, a statistics official with the customs administration, said the December exports rebound was an important turning point for China’s export sector. He commented that the jump was an indication that exporters have emerged from their downslide.

“We can say that China’s export enterprises have completely emerged from their all-time low in exports,” he said.

However, although China overtook Germany in exports, China’s total foreign trade — both exports and imports — fell 13.9% last year.

Global stock markets fell today, in a mass sell-off stemming from the sub-prime mortgage crisis in the United States. The Dow Jones Industrial Average rebounded late in the day after falling more than 250 points, ending the day down about 31 points. The UK’s FTSE-100 index fell 232.90 points to 6038.30, and Japan’s Nikkei 225 fell 406.51 points to 16764.09.

Central banks across the world are injecting funds into their banking systems to add liquidity, fearing that many financial firms with subprime ties will be insolvent. Yesterday, the U.S. Federal Reserve transferred US$24 billion to temporary reserves, following the European Central Bank, which authorized a record €83.6 billion addition to its banks, its biggest cash infusion ever. On Friday, the Fed entered into a $38 billion repurchase agreement of mortgage-backed securities, easing stockholder worries. Also on Friday, the Bank of Japan injected ¥1 trillion into Japan’s financial system.

The Federal Reserve met this week, but decided to maintain its target rate of 5.25%, although on Friday the federal funds rate was hovering around 6%, indicating a drop in liquidity.

The volatile week began last Friday with Bear Stearns tumbling as a result from its complete loss of two major hedge funds worth more than $1.5 billion. The hedge funds had been dangerously exposed to the massive sub-prime mortgage failure, and the company announced it was unable to return any money to investors.

Asian and European markets have become increasingly entangled in the subprime mortgage crisis in the U.S. Deutsche Bank of Germany lost almost $3.5 billion in share value, forcing the government to organize a bail-out. France’s largest bank, BNP Paribas SA, halted withdrawals from three large investment funds which were crippled by sub-prime exposure.

New York —American manufacturing giant Proctor & Gamble (P&G) plans to acquire Gillette Co. for US$57 billion in stock. The purchase plan calls for P&G to swap 0.975 shares of its stock per share of Gillete Co. P&G also announced a stock buyback program in which they would purchase up to US$22 billion of shares over the next 18 months. Including the stock buyback program, the merger is being financed by 60 percent stock and 40 percent cash.

P&G is known for brands such as Ariel and Tide washing powder, Max Factor cosmetics, Pringles potato crisps (chips) and Hugo Boss and Lacoste perfumes.

Gillette, known for brands such as Gillette razors, Oral B dental care, and Duracell batteries, has had growing problems with the growth of private labels and price cuts demanded by large supermarkets.

After the acquisition is completed, Gillette’s CEO James Kilts will be P&G’s vice-chairman. Kilts said that he expects that this acquisition will cause additional mergers to take place.

“I believe the consumer product industry needs to consolidate,” said Kilts, “we believe we can bring these companies together and create a juggernaut.”

P&G and Gillette have a combined market capitalization of about $185 billion US, which will make it the largest in the sector.

The early morning announcement states that 6,000 employees will be eliminated. Most of the layoffs will result from reducing overlapping management positions and other supporting positions within the combined company.

Antitrust regulators in the US and Europe plan to review the acquisition, to determine whether the combined company will have too much power over pricing and shelf space.

P&G plans to provide additional details about the merger Friday morning (East Coast time) in New York.

A Rhode Island district court has frozen all the US assets of the Palestinian Authority (PA), prompting Palestinian finance minister Salam Fayyad to request the aid of US Secretary of State Condoleezza Rice.

The frozen assets include US holdings in an investment fund worth $1.3 billion, which was used to finance economic development, and $30 million from the Palestinian Monetary Authority.

The ruling was passed upon the PA when they refused to compensate the relatives of a Jewish couple shot dead by members of Hamas in 1996.

US citizen Yaron Ungar and his wife Efrat were killed while returning from a wedding near the West Bank, when their car was shot at repeatedly, killing the couple. Three Hamas militants were jailed as a result.

A lawsuit was filed in 2000 against the Palestinian Authority, the PLO, Hamas, and Yasser Arafat in Rhode Island.

Yasser Arafat hired lawyer and former attorney general Ramsey Clark as his defense. In the case, Clark argued that the PA was a sovereign state, and that it deserved immunity from prosecution accorded to most countries. The court disagreed with this, and in 2004 they ruled that Palestine is not a state, and ordered them to pay the Ungars $116 million. A federal appeals court upheld the verdict in March.

The head of Washington’s PA office, Hasan Abdul Rahman said that his office had been “paralysed” by the verdict.

“It paralyzes the function of the office, and I think that is the intention of the plaintiffs.” he told Associated Press shortly after the decision, and called upon the US administration to intervene.

On June 3rd, 2008, two United States Internet service providers (ISPs) announced they would begin tests to slow web access for their most active customers and charge them for extra speed. Comcast and Time Warner Cable, two of the largest ISPs in North America, both made separate announcements of their plans. The actions come in the wake of an investigation by the Federal Communications Commission (FCC), over whether Comcast had restricted some customers from sharing videos, music, and similar files. The FCC investigation led to a US Congress debate over whether and how much control ISPs should have over the flow of customer data.

Public interest groups complained in November 2007 to the FCC that Comcast had specifically targeted customers using applications that made use of the BitTorrent system, a popular form of file sharing. Free Press, an advocacy group that pushes for better oversight of cable operators such as Comcast, stated that Comcast practices were discriminatory towards users of the legal technology. “The cable companies see a hammer hovering above their heads and are scrambling to find ways to reduce the appearance of wrongdoing,” said Ben Scott, head of the group.

According to Roger Entner, a senior vice president from Nielsen IAG, as little as 5 percent of all Internet users may consume as much as 50 percent of all the bandwidth on the Internet. “This is the politically correct version of doing what Comcast had been doing before, though it takes the occasional [peer-to-peer] user off the hook,” Entner said. Sena Fitzmaurice, a Comcast spokesperson, said, “This says we won’t be looking at what type of traffic that there is, even though we still need to manage the network.”

Comcast’s tests are expected to begin in Chambersburg, Pennsylvania and Warrenton, Virginia.

While Comcast will attempt to throttle the speed of all its high-volume users, Time Warner Cable intends to use a different method. They will meter and bill clients, charging more money for faster speeds and larger amounts of transmitted data, functioning more like a traditional public utility, such as an electric company or cell phone service. Their metered billing test will begin on June 5 in Beaumont, Texas for newly enrolled customers. “Instead of raising prices across the board, consumers who are excessive users would pay,” said Alex Dudley, a Time Warner Cable spokesman. “It is clearly the fairest way to fund the investment that is going to be required to support that use.”

An Associated Press report that Time Warner Cable will bill customers between $29.95 to $54.90USD per month has been confirmed by the cable operator, with clients charged an extra $1 for each gigabyte (GB) by which they exceed their purchased plan. Art Brodsky, communications director of Public Knowledge, a consumer advocacy group in Washington D.C., has expressed concerns about the Time Warner Cable plan. Time Warner Cable’s most expensive offering, $54.90, comes with 15 megabits-per-second of data transfer speed and a 40 gigabyte limit on total data transfer.

“An HD (high-definition) movie is 8GB or so, three movies is more than half your allowance for a month, and heaven knows what else you might want to watch,” Brodsky says. “This is not a relieving congestion scheme as much as it is a rationing scheme. All it does is protect an inadequate infrastructure from the cable company.”

Israelis have been gathering across the country to protest against the rising costs of housing, with “tent cities” being erected in Tel Aviv, Jerusalem, Beersheba, Haifa, and Kiryat Shemona. On Saturday night tens of thousands marched from the encampment on Tel Aviv’s Rothschild Boulevard, which has been a focal point for the protestors, to the Tel Aviv Museum.

Rents in Tel Aviv are said to have risen by over 60 percent in four years. Buying costs have soared too, with estate agent Eli Melloul stating that the average price for an Israeli apartment has now reached 1 million shekels ($295,000). The demonstrators are urging the government to intervene and help reduce prices. Prime Minister Benjamin Netanyahu has pledged swift action, including streamlining planning and building regulations, and constructing 6,000 housing units. However none of these units are set for Tel Aviv. Some are calling for him to resign over the issue, and several members of the Knesset also joined Saturday’s march.

The protests have largely been composed of young people and students, organised using social media such as Facebook. They follow a recent Facebook campaign to boycott cottage cheese (a staple food in Israel), which succeeded in driving down prices. Elderly people have also begun to join the movement to show their solidarity.

Daphni Leef, credited with starting the protest movement, addressed the crowd at Tel Aviv Museum. “Under these conditions we will soon have no dreams”, she said. “There is no time to dream when you’re constantly looking to cover your rent. There’s no time to dream when you’re constantly looking to cover a mortgage.”

She also blamed Netanyahu personally in her speech: “You, Bibi, with your wild policy and your irresponsibility, you pushed us into a nadir. You, Mr. Netanyahu, caused us – the Facebook generation – to head to the streets and protest.”
