British Chancellor of the Exchequer Alistair Darling announced to a shocked House of Commons today that two password-protected — but not encrypted — computer disks containing the entire Child Benefit database have been lost in transit between the offices of Her Majesty’s Revenue and Customs (HMRC) in Washington, Tyne & Wear and the National Audit Office (NAO) in London, in what has been described as “one of the world’s biggest ID protection failures”.

The database contains details of all families in the UK who receive Child Benefit — all families with children up to 16 years of age, plus those with children up to 20 years old if they are in full-time education or training — estimated to contain 25 million individuals in 7.25 million families. Among other items of information, the database contains names, addresses, dates of birth, child benefit and National Insurance numbers, and where appropriate, bank or building society account details.

The discs were created by a junior official at the HMRC in response to a request for information by the NAO, and were sent unregistered and unrecorded on 18 October using the courier company TNT — which operates the HMRC’s internal mail system. When it was found that the discs had not arrived for audit at the NAO, a further copy of this data was made and sent — this time by registered mail — and this package did arrive. HMRC were not informed that the original discs had been lost until 8 November, and Darling himself was informed on 10 November.

The violation of data protection laws involved in the creation of the discs has led to strong attacks on the government’s competence to establish the proposed National Identity Register, when all UK residents will have an identity card. Conservative Shadow Chancellor George Osborne described the loss of data as “catastrophic” and said “They [the government] simply cannot be trusted with people’s personal information”.

The Chairman of HMRC, Paul Gray, has resigned over the affair, and critics are calling for Darling to do likewise.

This is the third data embarrassment for HMRC in recent weeks — earlier this month it was reported that the details of over 15,000 Standard Life customers had been put on disk, and then lost en route from HMRC in Newcastle to Standard Life in Edinburgh — and last month a laptop containing the data of 400 people with high-value ISAs was stolen from the boot of a car belonging to a HMRC official who had been carrying out a routine audit.

On Monday, NASA Administrator Bill Nelson and US President Joe Biden presented the first image (see left) obtained by the Near-Infrared Camera (NIRCam), an instrument on the James Webb Space Telescope.

The image, named Webb’s First Deep Field, shows thousands of galaxies in the SMACS 0723 galaxy cluster, about 4.6 billion light-years away from Earth. However, the area shown by the image is only a small portion of the Southern Hemisphere sky. The blended image (at left) resulted from the stitching together of numerous smaller images obtained at multiple wavelengths with far greater depth than achieved by the Hubble Space Telescope, the predecessor to James Webb.

The telescope entered its current orbit around the L2 Lagrange point from January 24, about 1,500,000 kilometers (932,057 mi) from Earth, on the opposite side of Earth from the Sun. This followed a month-long journey that began in late December 2021, following years of delays and several cost overruns. For its expected five- to ten-year service life, it is intended to study the most distant, and therefore the earliest galaxies formed after the Big Bang.

During its journey, dubbed “30 days of terror” by Sky & Telescope, the telescope successfully unfurled its 21 feet (6 m) wide mirror, deployed its sunshield and cooled down to below 50 degrees Kelvin as it traveled to the L2 Lagrange point.

The United States National Aeronautics and Space Administration (NASA) began project development in 1996, planning for a launch in 2007 at a cost of USD550 million. After NASA contracted Northrop Grumman to build the telescope, mission managers estimated a 2010 launch would cost between one and 3.5 billion USD. Redesigns to reduce technical requirements pushed launch plans to 2013 for an estimated cost of USD4.5 billion. The US Congress ordered a project review in 2010 which delayed the launch again to 2015.

Due to an estimated cost of USD6.5 billion, the United States House Appropriations Subcommittee on Commerce, Justice, Science, and Related Agencies proposed canceling the telescope altogether in 2011. After a plan was made for a 2018 launch at a cost of USD8.8 billion, technical errors found in the telescope and the subsequent COVID-19 pandemic pushed the launch date to 2021.

Yesterday, at this year’s Apple Worldwide Developers Conference (WWDC), company CEO Steve Jobs unveiled iPhone 4, along with the new iOS 4 operating system for Apple mobile devices.

The announcement was long-awaited but not a very big surprise. In April, the technology blog Gizmodo obtained a prototype of the new phone and published details of it online. While introducing iPhone 4, at the annual conference, Jobs started by hinting at the incident, saying, “Stop me if you’ve already seen this.”

The new iPhone was praised by Jobs as “the biggest leap we’ve taken since the original iPhone.” It is only 9.3 millimetres (0.37 inches) thick, making it “the thinnest smartphone on the planet”, a 24 percent reduction from Apple’s previous model, the iPhone 3GS. Structure-wise, iPhone 4 has a new stainless steel frame, which acts as an antenna, supposedly boosting its signal reception abilities and possibly reducing the amount of dropped calls. It also has a new screen, dubbed a “retina display,” which displays images at 326 pixels per inch. During the keynote, Jobs demoed the device’s new internal gyroscope as well. Even though it now uses Apple’s faster A4 processor (first used in its iPad tablet), iPhone 4 has a claimed seven hours of 3G talk time, up two hours from the 3GS.

iPhone 4 will be available on June 24 in the United States, United Kingdom, France, Germany, and Japan. It comes in two colors—black and white—and two storage capacities. The 16GB version is priced at US$199 and the 32GB version at US$299. The iPhone 3GS’s price will be reduced to US$99, and the iPhone 3G will be discontinued. iOS will be available as a free software update to users of compatible older Apple devices (including the 3GS) on June 21. In the U.S., iPhone 4 will only be available on AT&T’s cellular network, despite calls for Apple to let the iPhone be used on other carriers, such as Verizon.

Competition-wise, the BlackBerry mobile device is still the most popular smartphone right now. Apple is also facing some serious competition from web giant Google’s Android operating system, as well as Palm’s webOS. A Scottish woman who set out before Christmas to purchase a turkey finally made it home on Monday, after being cut off by snow for a month. Kay Ure left the Lighthouse Keeper’s cottage on Cape Wrath, at the very northwest tip of Great Britain, in December. She was heading to Inverness on a shopping trip.

However on her return journey heavy snow and ice prevented her husband, John, from travelling the last 11 miles to pick her up. She was forced to wait a month in a friend’s caravan, before the weather improved and the couple could finally be reunited.

They were separated not just for Christmas and New Year, but also for Mr Ure’s 58th birthday. With no fresh supplies, he was reduced to celebrating with a tin of baked beans. He also ran out of coal, and had to feed the couple’s six springer spaniels on emergency army rations.

“It’s the first time we’ve been separated”, said Mr Ure in December. “We’ve been snowed in here for three weeks before, so we are well used to it and it’s quite nice to get a bit of peace and quiet.”

Wednesday, March 29, 2006Local Government workers in the UK withdrew their labour yesterday as part of a dispute over pension entitlements. The members of 11 different trades unions were involved in the 24hr strike. As the day began they declared that support for the strike was solid. Although the strikers work for local councils, their pay and conditions are agreed nationally. The Local Government Association which represents the local councils in England and Wales declared predictions that 1.5 million people would stay away from work as “wildly optimistic”.

The Unions’ complaint is that local government workers are being treated unfavourably compared to other public sector employees. They say that agreements on pensions that have been reached with civil servants, teachers and health workers will allow those staff to continue to retire at 60 while local government staff will be forced to work until they are 65. Civil servants work for national government, teachers work for local councils but have their own pension arrangements and most health workers are employed by the state-controlled National Health Service.

The Local Government Association claims that if council workers continue to be able to retire at 60, it will increase the levels of Council Tax (a tax on people living in properties which funds a proportion of local government expenditure) by 2%.

The striking workers provide a wide range of services from assisting teachers in the class room, through inspecting kitchens for hygiene to provising care to the vulnerable in society. In some places council workers collect tolls for road tunnels or manage ferries. Mainstream media have reported on the strike all day with heavy coverage of disruption to commuters where transport has been affected. The unions have emphasised the large number of their members who are women working in low paid jobs.

The Government which regulates the scheme claimed that the early retirement provisions (called the rule of 85) were age-discriminatory and had to be removed.

The strike ended at midnight. The Unions have not declared any further strike days.

The Unions involved were AEP, AMICUS, CYWU, GMB, NAPO, NIPSA, NUJ, NUT, TGWU, UCATT and UNISON.

The tech blog Valleywag revealed Wales had a personal relationship with Marsden, and posted supposed transcripts of their instant message conversations on its site, www.valleywag.com. Wales and Marsden met in February, and The Times reported that “An apparent transcript of their conversations before that meeting suggests that, although Mr Wales had withdrawn from the editing process, he was still influencing the editors.” The Times quoted Wales from the chat logs as having stated to Marsden “The truth is of course a much worse conflict of interest than that; but that will do.” — in reference to his conflict of interest regarding Marsden’s article on Wikipedia.

Wales posted a public statement on Saturday on Wikipedia addressing the matter, and stated that his relationship with Marsden was over: “First, while I find it hard to imagine that anyone really cares about my sex life, the facts are: I am separated from my wife. I considered myself single at the time of my one meeting with Rachel Marsden on Feb. 9, 2008 … I am no longer involved with Rachel Marsden. Gossipy stories suggesting that I have been in a relationship with her ‘since last fall’ are completely false … I care deeply about the integrity of Wikipedia, and take very seriously my responsibilities as a member of the board and as a member of the Wikipedia community. I would never knowingly do anything to compromise that trust.” With regard to the conflict of interest in Marsden’s article, Wales had acknowledged to a team of Wikipedia editors in February 2008 that he and Marsden “became friends … and that we would be meeting about that,” and stated “I recused myself from any further official action with respect to her biography.”

On Sunday, The Canadian Press reported that Marsden had posted photos of herself on Ebay, and was selling items that Wales had left at her New York City apartment. In her Ebay posting, Marsden stated: “Hi, my name is Rachel and my (now ex-) boyfriend, Wikipedia founder Jimmy Wales, just broke up with me via an announcement on Wikipedia … It was such a classy move that I was inspired to do something equally classy myself, so I’m selling a couple of items of clothing he left behind, here in my NYC apartment, on eBay. Jimbo was supposed to come visit me in a couple of weeks and pick up some of his stuff, but obviously that won’t be happening now.” Marsden told The Canadian Press “It didn’t really help matters that Jimmy chose to announce the breakup to the entire world via Wikipedia (which apparently now is an online encyclopedia that doubles as a personal soapbox?) rather than to me directly (which he did much later, in an instant message discussion).”

Marsden placed a t-shirt and sweater which she said were left at her apartment by Wales up on Ebay, and started the bidding for each at ninety-nine cents, with the auctions set to end on March 12. By Monday, bidding on the t-shirt had reached US$300, and by Tuesday the highest bid had reached $12,200. In an email to The Globe and Mail, Marsden stated “My only focus right now, to be really honest, is on my career and finding a way to get back into print, TV, or radio here in NYC,” she wrote. “All of this other personal stuff is just an unfortunate distraction.”

Jay Walsh, the Wikimedia Foundation’s head of communications, told the San Jose Mercury News that Wales’ actions in relaying Marsden’s concerns about her Wikipedia article to a team of trusted editors was within his “routine” role. When asked by the San Jose Mercury News if Wales’ actions regarding the Marsden article could compromise his role with the Wikimedia Foundation and Wikipedia, Walsh responded “No, absolutely not.”

On Tuesday, ABC News carried a story by Wired News reporter Megan McCarthy regarding allegations of “excessive spending” by Wales, and Associated Press also reported on questions involving Wikimedia Foundation expenses. McCarthy reported that former Wikimedia executive Danny Wool, who had left the foundation last year, criticized Wales’ use of Wikimedia Foundation expenses in a blog post. Wool stated that Wales had tried to expense $300 bottles of wine, a $1,300 dinner for four at a Florida steakhouse, and visits to Moscow massage parlors to the foundation, and that the foundation rescinded Wales’ corporate credit card in 2006. Wool also stated that Wales paid the foundation $7,000, after being short $30,000 on receipts for expenses.

Wool told EPICENTER that “There were occasions where he used [the Wikimedia Foundation] for personal advancement under the guide [sic] of the mission. And, as someone who was in there for the mission part of it, I found that rather distressful.” Wool commented in an interview with the San Francisco Chronicle: “Originally, it was carelessness … But as things developed, it became more apparent and obvious that he was taking advantage of the foundation credit card. It was almost like his personal piggy bank.”

Jimmy has never used Wikimedia money to subsidize his personal expenditures. Indeed, he has consistently put the foundation’s interests ahead of his own.

In an instant message exchange with Associated Press, Wales denied that the Wikimedia Foundation had taken away his corporate credit card, and asserted that he had made the decision to stop expensing business travel for the foundation. Wales highlighted a statement by the foundation’s executive director Sue Gardner: “Jimmy has never used Wikimedia money to subsidize his personal expenditures. Indeed, he has consistently put the foundation’s interests ahead of his own.” In an email to Associated Press, Brad Patrick, a former attorney for the Wikimedia Foundation, stated “Danny seems interested in blogging his way straight to a lawsuit”.

Florence Devouard, who chairs the Wikimedia Foundation, told Associated Press that Wales had been “slow in submitting receipts,” and that the foundation had rejected Wales’ expense at the Florida steakhouse. Devouard told fellow foundation board members in a private email that she had convinced Associated Press that “the money story was a no story,” and told Wales “I find (it) tiring to see how you are constantly trying to rewrite the past. Get a grip!” Wales told Associated Press: “The board, the current executive director, the previous executive director, and independent auditors have reviewed our books and publicly agree that all of my expenses were appropriate and fully accounted for.”

Media reports speculated on how the controversy would end up being represented in Wikipedia itself. According to the AA, personal injury claims are rising at around 10% per year.

The most common of these injuries is whiplash or whiplash associated disorders (WAD). This usually occurs when a vehicle hits you from behind, though it can also happen if you are hit from the front or side. The impact throws the body forward which in turn throws the neck forward so it extends. As the driver brakes hard to stop the car moving this impetus is stopped suddenly and the neck snaps back at speed hitting the headrest. Inside the body this stretches and tears tendons, muscles and ligaments in the neck and surrounding area and may also damage nerves and other soft tissues.

Symptoms vary enormously depending on the health and age of the person, the severity of impact and braking speed, and factors such as seatbelts, headrests and so on. The results of a whiplash injury develop within hours of an accident, include painful stiffness in the neck that goes up into the head and down into the shoulders, headache, nausea, pins and needles in the arms and hands, low back pain, dizziness, blurred vision and ringing in the ears. It can also cause problems with concentration, memory and general performance.

With problems like this, not only will you require medical treatment at the time but possibly over many weeks. You may be in a neck brace taking anti-inflammatory drugs and painkillers so unable to carry out your job. The time it takes for whiplash to heal varies from a few weeks to months or years. It can also cause ongoing health problems, potentially for the rest of your life.

The important thing is to get the appropriate medical treatment you need at the earliest opportunity. Ensure you make a careful note of how it has affected you, what treatment you have or will require and any impact it may have on your daily life and job. It seems somewhat ironic that with improved road safety and car design saving lives, that insurers are blaming the survivors of what once would have been fatal crashes for the increase in their insurance premiums. Why should these innocent victims bear the financial cost of paying for the treatment of injuries sustained in a crash and any loss of earnings this may have caused? The fact is that demand is rapidly in danger of outstripping supply. Insurance companies feel that premiums are no longer able to support the increasing number of claims for injuries sustained in road accidents. There are indications that increases are beginning to slow as a balance is reached. But in the meantime, whether you have been in an accident or not motor insurance premiums will be a real financial pain in the neck for drivers.
